This paper, spearheaded by the Coalition for Juvenile Justice’s (CJJ) Organizational Committee, is the first in a Back-to-Basics white paper series that urges the field, state agencies, and youth-serving organizations to align policy and practice with decades of research, strengthen cross-sector collaboration, and advance a coordinated continuum of care that fulfills the JJDPA’s vision of a fair, evidence-informed juvenile justice system. Five subsequent core topic papers will be released as part of this series, focusing on adverse childhood experiences, protective factors, trauma-informed care, alternatives to arrest, and alternatives to incarceration.
